The double skin that wraps the building introduces greenery into the façade and generates a composition of vertical lines that blurs the impersonal appearance of the conventional curtain wall.
The public building is conceived as a space at the service of the citizens, far from an institution representing just power. The façade provides a character of closeness by resembling a residential building rather than an industrial one.
From the inside, the effect of the vertical louvres and the vegetation enhance the dynamism of the open-plan office floors and create an interesting play of shadows.
